The Asian Regional Conference on Peri-Urbanization (ARCP) is an international platform for scholars, researchers and practitioners to discuss interdisciplinary research and evidence of practices about peri-urbanization from the perspective of regional development, urban geography, urban planning, urban design and all allied sub-domains.
3rd ARCP 2019 will take place in School of Planning and Architecture, Bhopal, India. Prospective authors are invited to submit original research abstracts and full papers which have not been published in any journal or presented in any conference or published in any seminar/ conference proceedings or also have not been submitted for consideration in any other conference or any journal.

The 2018 revision of the World Urbanization Prospects by UN DESA’s Population Division notes that 55 percent of the world’s population lives in urban areas, a proportion that is expected to increase to 68 percent by 2050. Projections show that urbanization combined with the overall growth of the world’s population could add another 2.5 billion people to urban populations by 2050, with close to 90 percent of the increase concentrated in Asia and Africa.
Although there is no scholarly consensus on the definition of the peri-urban interface, there is growing recognition that rural and urban features tend to increasingly co-exist within cities and beyond their limits. Since these areas accommodate horizontal urban expansion, they are considered to be an extension of the main city. Peri-urbanisation, due to dispersal of population and employment to the fringes of urban areas is becoming a universal phenomenon and is an emergent challenge that encapsulates the new Asian urban context. Asian mega-cities have driven mega-demand for land and natural resources where demographic growth and urban development sprawl is leading to massive suburban expansion. On average, Asia’s combined urban population grows by over 45 million a year, resulting every day in the conversion of more than 10 sq km of agricultural land to urban uses. These zones of expansion and conversion are peri-urban areas or transition zones where urban and rural activities are juxtaposed and landscape features are subject to rapid modifications induced by human activities.
Peri urban areas lie outside the legal jurisdiction of the cities and sometimes even outside the legal jurisdictions of municipal boundaries (Shaw, 2005). Hence, coordinated governance and management of peri-urban areas are often neglected by both rural and urban administrators.
It is imperative to examine the ongoing issues and approaches related to planning for peri-urban areas in the context of rural and urban power dichotomies using governance as a lens. Key governance issues which come to focus are jurisdictions of peri-urban areas, ecological footprints of cities spilling over into the peripheries, equity, mechanisms for citizen engagement in service delivery, and multi-agency consultation mechanisms.
Urban-Rural Futures
Challenges of the ongoing peri-urbanization processes have become a matter of great concern for the policy makers. According to a survey conducted by United Nations, a vast majority of policy makers resist urbanization and prefer to curtail the urban tide for it brings along with it overcrowding, concentrated squalor, crime, street violence, and a quick transmission of diseases.
Peri-urban economies contribute significantly to poverty alleviation and prevention, play a vital role to ensure rural and urban linkages, provide natural resources to core city, house variety of economic activities and also land for expansion. Urbanization and expansion processes and the diversity in access to resources have created wide disparities within peri-urban contexts. Sustainable development of peri urban areas is at stake for they currently face severe challenges in terms of environmental degradation, including land conversion, employment creation and social service delivery and increased vulnerability of peri-urban communities. Weak regulatory capacity of government has further aggravated the issue. Sustaining these transition zones with regard to their unique characteristics to make policy development options for sustainable settlements, expand livelihood options on the premise that peri urban livelihoods are constructed both across rural and urban resources and spaces is thus a challenging task.

The purpose of the conference is to promote dissemination of Asian urbanization studies and collaboration among Asian universities and research institutions, even governments, in order to strengthen sustainable urban and rural futures.
The conference discussions will aim to address the following overarching Questions:
(1) How the characteristics and driving forces of peri-urbanization vary from context to context?
(2) How effective are the means of participation, governance or administration structures and processes for envisioning and achieving sustainable rural – urban futures?
(3) What are the adversities, challenges and solutions for building sustainable urban and rural futures in Asian peri-urban context?
(4) How the transformation is envisaged in the peri-urban areas and what policies and programs are being put in place?
Topics/Themes
Specifically, the country/city case studies will address the following topics:
• Land use / land cover changes and planning approaches for peri-urban areas
• Peri-urban governance, inter-agency coordination, citizen participation, policies or programs and their impact
• Changes in peri-urban areas due to industrialization and economic activity
• Connectivity, mobility and access in peri-urban areas
• Infrastructure and service delivery in peri-urban areas
• Other sub-themes relevant to a country
